Yes, you can easily send BSV to someone who does not have a Centbee wallet by sending to their BSV receive address or scanning their BSV QR code. Double-check that you are sending your BSV to their BSV address. If you accidentally send your BSV to a BTC or BCH address it will be lost and cannot be recovered or returned to you.
